Preamble
Whereas, the inconsistency of time-related terminology has caused confusion in governance, scheduling, and enforcement of law;
Whereas, we should promote clarity and consistency across all branches of the SimDem,
THE SENATE OF SIMDEMOCRACY PROCLAIMS
Article 1: Universal Time Rules
§1. The official time zone of SimDem shall be Coordinated Universal Time (UTC).
§2. The standard time frame used for scheduling, planning, and legislation shall be the week.
- §2.1. The calendar week shall begin at 00:00 UTC on Saturday and end at 23:59 UTC on Friday.
- §2.2. The fiscal week shall match the calendar week.
Article 2: Clear Time Definitions
§1. All time-related terms used in SimDem laws, policies, and procedures must be based on precise, consistent and accepted definitions.
- §1.1. Where ambiguity exists, terms shall be interpreted using the allowed definitions listed in Appendix A.
- §1.2. In cases of legal uncertainty or dispute over a time term's meaning, the Senate or another designated interpreting authority shall determine an applicable definition.
Article 3: Payment Consistency
§1. Payments, taxes, and wages disbursed by or through SimDem institutions shall be calculated and distributed weekly, at the start of the fiscal week, to ensure consistency across systems.
Article 4: Constitutional Amendment
§1. Part 8: Appendix, §5, which currently reads:
"§5. Voting for elections shall always begin on a Saturday as measured by GMT (Greenwich Mean Time), with Senatorial and Presidential elections alternating weeks."
shall be amended to:
"§5. Voting for elections shall always begin on a Saturday as measured by UTC (Coordinated Universal Time), with Senatorial and Presidential elections alternating weeks."
§2. Part 8: Appendix, §7, which currently reads:
"§7. Public votes shall only go live, once a week, on every Saturday, anytime from 2 AM UTC to 12 PM UTC."
shall be amended to:
"§7. Public votes shall only go live, once a week, on every Saturday, anytime from 00:00 UTC to 11:59 UTC."
Appendix A: Time Term Interpretations
When any of the following terms are used in legislation, the following definitions apply instead, depending on legal context or administrative intent.
- Twice a day
- Every 12 hours
- Twice a week
- Every 84 hours
- Month
- 30 days
- 4 weeks
- Quarter
- 13 weeks
- Biweekly
- Every 2 weeks
- Every 84 hours
- Bimonthly
- Every 2 weeks
- Every 8 weeks
