Bicamel Republic Executive Act

Article 1: Executive Structure

§1. The Camel Governor shall have the power to set a structure for the executive as they so choose, pursuant to legislation.

§2. The Camel Governor may appoint a Deputy Governor who shall take up the duties of Camel Governor when they are not available and shall have full executive authority, second only to the Camel Governor.

§2.1. The Deputy Governor must be confirmed by a majority approval in the House of Camels.

§3. Directors of Agencies shall be appointed by the Camel Governor to run designated agencies.

§3.1. The Camel Governor may themselves choose to head an agency if there’s no director.
§3.2. A Director of an Agency may be removed from their position by the Camel Governor for any reason.
§3.3. Directors shall manage their agency as they see fit, including by establishing a structure, issuing executive orders to their subordinates within the agency, and hiring or firing members of the agency.
§3.3.1. Unless otherwise stated in legislation, no individual may be fired from an agency unless they violate a reasonable and legal order from a superior, acted with extreme negligence or maliciousness in their work, disrupted the purpose, goals, or work of the agency, were inactive in their position for a period of over one week and did not provide any warning, acted in their position outside of the authority it granted to them, were found guilty for a crime, revealed classified or confidential information granted to them from their position in a way which does not constitute whistleblowing, acted in a conduct not suitable for their position, or violated internal agency policy.
§3.3.2. If charged for a crime or being investigated for misconduct which would qualify them to be fired, an individual may be put on leave for either the duration of their criminal trial or up to one week for their employer to investigate the misconduct.

§4. The following agencies shall be statutory and must exist: The Justice Gang, The Economy Agency, and the Homeland Security Agency.

§5. The audit logs shall always be public to all members of the server.

Article 2: The Justice Gang

§1. The Justice Gang shall be headed by the Great Camel Attorney, who shall be the director of the agency.

§2. The Justice Gang (JG) shall be created to enforce the criminal law and represent the Bicamel Republic in legal proceedings.

§2.1. The Justice Gang (JG) shall include two divisions, the National Attorney Office (NAO) and Bicamel Police Force (BPF).

§3. The National Attorney Office shall be responsible for representing the republic in criminal prosecutions, in civil cases, and to the High Court or Supreme Court of SimDemocracy.

§3.1. The Great Camel Attorney may contract individuals who don't work for the Justice Gang to represent the republic and its interests in court.

§4. The Bicamel Police Force (BPF) shall serve as a law enforcement division under the Justice Gang with the purpose of enforcing criminal law in the Bicamel Republic.

§5. The BPF shall be led by the Chief of the BPF.

§5.1. The Chief of the BPF shall be appointed or removed from their position by the Great Camel Attorney, and may be removed for any reason.
§5.2. The Chief of the BPF shall have the power to hire employees to the BPF, create an internal rank structure, and establish internal procedure.

§6. The BPF shall be responsible for enforcing criminal law in the Bicamel Republic as permitted by legislation.

§6.1. Members of the BPF shall conduct criminal investigations when there is suspicion that crimes are being committed.
§6.1.1. Members of the BPF may request warrants granting them access to information, chats, or documents in order aid in their investigations, which shall be approved by a member of the judiciary if there is probable cause it may serve as evidence for a criminal investigation.
§6.2. Members of the BPF shall have the power to detain individuals via arresting, muting, kicking, or banning individuals committing crimes in ways empowered by the law and with the approval of a member of the judiciary.
§6.3. Members of the BPF may refer cases to the NAO to determine whether an arrest should be made, or if charges should be pursued without arrest.

Article 3: The Economy Agency

§1. The Economy Agency shall be headed by the Director of Economy, who shall be the director of the agency.

§2. The Economy Agency shall be created to enforce economic policy, collect taxes pursuant to legislation (if necessary), and create and implement regulations on businesses.

§3. The Economy Agency shall, through power granted to them by the legislature by the passing of this act, have the ability to establish administrative law and have the powers of rulemaking as outlined in this act and pursuant to legislation.

§3.1. All administrative rulemaking established by the Economy Agency must be fair, reasonable, and not unfairly target individuals or businesses.
§3.2. Administrative law passed by the Economy Agency may be vetoed by a majority vote in the House of Camels.
§3.3. Through its rulemaking powers, the Economy Agency shall only have the power to create classifications of businesses, create requirements for the registration of a business, set regulations on each type of business, and establish fines for the violation of regulations.
§3.4. All administrative law created by the agency must be posted in an easy to navigate and publicly accessible channel.

§4. The Economy Agency may additionally implement interpretive rules via public memos, which indicate how the agency intends to interpret and enforce its statutory authority involving any economic policy or regulations.

§5. The Economy Agency has the authority to request adjudication of a legal entity’s economic-related actions from the courts, when they believe it violates specific regulations set by the agency, who must oblige to review the action to determine if it violates the stated portion of the agency's regulations. The lower courts shall conduct fair trial-like summary hearings to determine whether the agency’s regulations have been violated and may fine (when warranted), or prohibit legal entities from carrying on a specific activity if such activity violates the rulemaking set by the Economy Agency, and the rulemaking is legal and within the authority of the agency to set. The lower courts shall conduct these hearings in an inquisitorial manner.

§5.1. The decision by the lower courts may be appealed to a higher-level court.

Article 4: Homeland Security Agency

§1. The Homeland Security Agency shall be headed by the Director of Homeland Security, who shall be the director of the agency.

§2. Homeland Security Agency shall be granted the authority to manage the border pursuant to legislation, which shall include vetting those who join to make sure they are not a threat to the server, granting individuals whom are confirmed to be a threat and are stuck at the border citizenship via giving them the camel role, and preventing raids.

§2.1. The Homeland Security Agency shall additionally have the authority to investigate potential threats which are situated primarily outside the Bicamel Republic, in a safe manner.

§3. An individual who has been in the server in the past and had the camel role and had posted at least 10 messages, or who is currently in the server and had been given the camel role at some point and not left the server since then, shall be a citizen and be granted all statutory and constitutional rights.
