Business Growth and Recurrence Grant Act

Preamble

A bill to authorize variable startup and recurring government grants for newly formed businesses in SimDemocracy, providing financial support via the Division of Business to stimulate sustainable economic growth and entrepreneurship.

Article 1: New Business Grant

§1. A newly registered business may apply for a one-time grant of up to 2,000 Tau, subject to approval by the Division of Business within the Department of Treasury. The amount granted shall reflect the proposed economic activity, business plan, and community value.

§1.1 If a business does not demonstrate meaningful economic or organizational activity within 30 days of receiving the grant, the grant shall be converted into a loan, repayable in full to the Government Reserve within 90 days of notice being issued.
§1.2 The Treasury Department shall be empowered to pursue appropriate consequences, including but not limited to fines, suspensions of operations, or public blacklisting, against businesses found to have accepted the New Business Grant in bad faith or in clear violation of §1.1.
§1.3 “Meaningful activity” shall be defined and determined at the discretion of the Division of Business.

Article 2: Recurring Grant

§1. Businesses who have received the startup grant may apply for recurring support.

§2. A minimum of 30 days must pass after receipt of the startup grant before a recurring request may be made.

§3. The recurring grant shall:

§3.1. Start at a baseline of no more than 500 tau;
§3.2. Scale based on time elapsed since the initial grant and demonstrated business activity;
§3.3. Not exceed 2,000 tau at any time.

§4. These grants may be issued monthly, upon re-approval.

Article 3: Oversight and Records

§1. All grant requests, approvals, and amounts disbursed shall be documented by the Division of Business.

§2. The Division of Records shall archive these actions within the Registry.

§3. Quarterly summaries of all disbursed grants shall be made available to the Senate.

Article 4: Compliance and Enforcement

§1. Businesses found misrepresenting themselves shall be:

§1.1. Denied current and future grant eligibility;
§1.2. Subject to fines, as determined by the Treasury.

§2. Repeated offenses may result in dissolution of the business per the Commerce Actualizations Act.

Article 5: Enactment

§1. This Act shall take effect immediately upon passage by the Senate.
