Clash of Clans Colony Establishment Act

Article 1. Purpose
§1. This Act establishes the Clash of Clans Colony as an official territorial colony of SimDem, hosted within the mobile game Clash of Clans and integrated into the server. The colony shall exist as a governing community for the purpose of in-game collaboration, community building, and social expansion.
Article 2. Colony Structure
§1. Governance
- §1.1. The Legislative and Executive Power of the colony shall be exercisable by the Governor.
- §1.2. The position of Governor is elected by members of the Clash of Clans colony once every month.
- §1.3. Only current clan members may vote or run for Governor.
- §1.4. The Governor is responsible for managing the colony’s operations and representing it in SimDem affairs.
- §1.5. The Judicial power of the colony shall be exercisable by a Magistrate Judge appointed by the Governor with a simple majority referendum of the colony. The Inferior Courts of the Core Territories shall not have jurisdiction over the colony.
- §1.6. For a person to be removed from their position as Magistrate Judge or Governor, a two-thirds majority of the colony must vote in favor.
§2. Autonomy
- §2.1 The Clash of Clans Colony shall operate with internal autonomy regarding strategy, leadership, scheduling, and member management.
- §2.2 The Governor and colony staff may create policies, enforce discipline, and guide activity freely, as long as they do not violate SimDem laws.
§3. Voting Procedures
- §3.1 There shall be a coc registry managed by the Governor of the colony. The registry must include Discord ID, discord username, coc username and timezone.
- §3.2 Only people that are registered in the coc registry can vote for a Clash of Clans Governor.
Article 3. Charter Agreement
§1. By joining the Clash of Clans Colony, all members automatically agree to follow the colony’s Charter, internal rules, and SimDem constitution.
§2. Members are assumed to accept the authority of the Governor and the colony's democratic systems by remaining in the clan and registry.
Article 4. Discord Integration
§1. A dedicated Clash of Clans ping shall be created for all colony members to get notified for Clan Wars.
§2. A set of Discord channels will be established for the colony, including but not limited to:

- §2.2 #coc-executive-orders
- §2.3 #coc-colony-chat
- §2.4 #war-prep-room
§3. The Governor may request moderation assistance or administrative changes from SimDem moderators as needed.
Article 5. Use of Powers
§1. All powers granted to the Governor and colony officials must be used transparently and in service of the colony's purpose:
- §1.1 to promote teamwork in-game
- §1.2 to represent SimDem within Clash of Clans
- §1.3 to ensure a fun and fair community experience for all members
Article 6. Participation and Activity
§1. Participation in clan activities (wars, donations, clan games) is expected but not mandatory.
§2. The colony may create its own internal rules or schedules to manage engagement.
§3. Inactive members may be removed by the Governor, after a certain amount of inactivity.
Article 7. Bill of Rights for Colony Members
§1. All members have the right to vote in colony elections if they’re on the official registry
§2. All members have the right to express opinions, suggest policies, and appeal disciplinary actions
§3. No member shall be removed without clear reason and notification
§4. All members have the right to access Discord colony resources (channels, roles, pings)
§5. All members have the right to leave the colony at any time
§6. All members have the right to not join a war or Clan related events.
§7. All members have the right to not make troop donations to the Clan.
Article 8. Expansion
§1. The Clash of Clans Colony may expand to include additional clans if approved by the current Governor and the State of SimDemocracy
