Codify Editing Rules During Voting Amendment

Article 1

Section IV of the Senate rules and procedures shall add a §5 stating

§5. “An author shall be forbidden from editing a bill once a bill is posted for a floor vote. An author may edit a bill during debate or while being proposed.”
