Preamble
- Recognizing
- that the government derives its powers from the trust of the electorate;
- Acknowledging
- that conflicts of interest undermine this public trust;
THE SENATE OF SIMDEMOCRACY PROCLAIMS:
§1. A new article shall be added after Article 7 of the Senate Rules and Procedures Act:
Article 8: Conflicts of Interest
§1. A conflict of interest is defined as when a senator’s interests, including but not limited to personal or financial benefit, could improperly influence or appear to improperly influence their decisions or action in the Senate.
§2. Before discussion of a question begins, a senator may voluntarily recuse themselves from the discussion and vote through declaring their conflict of interest in #senate-formal.
§2.1. The start of a discussion shall be defined as when:
§2.1.1. The Speaker posts the discussion thread for bill, hearing or motion in #senate-floor or the Senate internal floors.
§2.1.2. For discussions outside of threads and in Senate text channels, the discussion begins when the Speaker formally declares the discussion period to begin.
§3. A senator’s declaration of a conflict of interest on a question shall be noted by the Clerk on the Senate Records.
§2. The current Article 8, Article 9 and Article 10 present in the Act shall have its numbering incremented by one.
