SUBJECT: Department of Justice Resolution 005/2025

Purpose

Given the large and varied Workload, the State Attorneys Office faces, a higher degree of specialisation and compartmentalisation is necessary. Further specialised knowledge and earned experience among the State Attorneys is to be better utilised for all work on cases. To this end, the following system and the positions as described below shall be established.

Changes to the Positions and Titles of State Attorneys

Every State Attorney, upon receiving a position as full State Attorney, shall take up a specialisation as directed by the Office of the Attorney General. The AG shall take into advisement the choose area of expertise and experiences earned by the Attorney General alongside their preferences in making this judgement. Attorneys can transfer between areas of specialisation. The State Attorneys Office shall accommodate the following specialisations:

Penal Law and Criminal Proceedings
Civil Law and Civil Proceedings
Constitutional Law and Proceedings before the Supreme Court
Inter-Departmental Matters and Legislative Projects

If proving sufficient experience, an attorney might be assigned to multiple specialised Offices. Specialisations do not overwrite a State Attorney's duty to fulfil their regular duty as State Attorney as Directed by the Office of the Attorney General and the Office of the President of SimDemocracy.

Senior Positions

Among each specialisation, the longest serving member shall be granted the honorary title of:

Chief Prosecutor for Criminal Law
Chief Litigator for Civil Law
Solicitor General for Constitutional Law
Chief Specialist for Legislative Matters

It shall be the duty of the holders of these titles to ensure their fellow attorneys receive proper guidance on the current law and remain available for any questions in any current or upcoming cases. For their increased workload, they shall receive compensation at the discretion of the Office of the Attorney General.

Representation

The longest Serving Attorney shall represent the State Attorney's Office to the Office of the Attorney General, but hold no special powers beside that.

Solicitor General

The Solicitor General shall be in charge of representing the State in cases in front of the Supreme Court. They shall prioritise such cases before other cases. For the purposes of such cases they may draw upon the resources of the Department of Justice.


Inter-Departmental Matters and Legislative Projects

Attorneys assigned to Inter-Departmental Matters and Legislative Projects are tasked with providing legal guidance to other Departments and help them in all official legal matters. Their Help may be requested by every official Department of the Executive. They are to assist the Office of the President in ongoing legislative matters.
