SUBJECT: Operational Security and Guidelines

In light of ongoing and future investigative activities conducted by the Department of Justice, and considering our primary goal to maintain operational and personnel security, this internal resolution outlines mandatory operational security (OPSEC) procedures for all personnel under the OHS and SDBI. Maintaining the integrity of investigations and the confidentiality of sensitive information is paramount. The following guidelines are effective immediately and will be enforced uniformly:

I. Channel Discipline

§1. All investigatory discussions must occur within designated private Discord channels under DoJ control.
§2. Sensitive matters must not be shared in public, general, or non-DoJ channels.
§3. Avoid tagging non-cleared users or bots in investigative threads.

II. Access Control

§1. Channel permissions must be assigned strictly on a need-to-know basis.
§2. Roles should be configured to restrict visibility for ongoing cases.
§3. Access must be revoked promptly upon role change, reassignment, or departure from DoJ service.

III. Information Handling

§1. Use case numbers or aliases when discussing operations; avoid using real usernames unless required, this is especially relevant for any possible agents or informants that may be utilized by the DoJ, do not burn our assets.
§2. Do not upload case-sensitive files in open or cross-department channels.
§3. Screenshots or logs should be scrubbed of identifiable data prior to sharing.

IV. Operational Chats

§1. Treat all Discord channels as potentially vulnerable, minimize exposure of full plans or intelligence, separate servers or group chats are expressly prohibited for use in operations, it must all remain within the central DoJ server.
§2. Use voice chats for live coordination only with cleared participants. Recording is prohibited without written clearance.
§3. Log all major operational actions and decisions in secure, approved channels.

V. Bot and Integration Security

§1. Only vetted bots authorized by the Office of the Attorney General may operate in classified channels.
§2. Audit bot permissions regularly; remove unused or outdated integrations.
§3. Logging features should be restricted or disabled in sensitive operational channels.

VI. DM Protocols

§1. Refrain from using DMs for case-related discussions unless explicitly authorized.
§2. When DMs are used, log any decisions or relevant outcomes in a secure channel.
§3. Report any suspicious, unsolicited, or compromising messages to DoJ server administrators.

VII. Public-Facing Conduct

§1. Do not confirm or deny the existence of investigations in public areas or unrelated servers, especially do not reference possible subjects of investigation or their purported guilt in our justice system.
§2. All public communication regarding ongoing cases must be coordinated through the DoJ Communications Office or the Attorney General directly.
§3. Use caution and professionalism when referencing your role or duties in unofficial settings.

VIII. Post-Case Procedure

§1. Archive case materials in secure archive channels. §2. Remove unnecessary access once an investigation concludes. §3. Conduct a final OPSEC review and log all relevant findings or vulnerabilities.
