Department of Education Re-Establishment and Reform Act 2026

Article 1 – Establishment
§1.1. The Department of Education (DoEd) is hereby re-established as a sub-department of the Department of Expansion.
§1.2. The Department of Education shall serve as the central authority for education programs, professional certification, and licensing standards within SimDem.
Article 2 – Leadership and Administration
§2.1. The Department of Education shall be led by the Deputy Secretary of Education.
§2.2. The Deputy Secretary of Education shall be appointed by the Secretary of Expansion, with the assistance of the President.
§2.3. The Deputy Secretary of Education may be removed through impeachment in accordance with SimDem law.
§2.4. The Deputy Secretary of Education shall have authority over:
- §2.4.1. Course creation and removal,
- §2.4.2. Certification standards and procedures,
- §2.4.3. Instructor appointments and internal administration.
Article 3 – Purpose and Right to Education
§3.1. The purposes of the Department of Education are to:
- §3.1.1. Introduce structured and interactive educational programs.
- §3.1.2. Establish minimum training and competency standards for specialized roles.
- §3.1.3. Issue certifications and licenses required for certain non-political functions.
Article 4 – Authority and Powers
§4.1. The Department of Education is empowered to:
- §4.1.1. Create, administer, and publish educational courses.
- §4.1.2. Establish optional and mandatory certification programs.
- §4.1.3. Issue, renew, suspend, or revoke certifications and licenses in accordance with law.
- §4.1.4. Set minimum educational and competency standards for licensed roles.
§4.2. Certifications and licenses issued by the Department of Education shall be the sole recognized credentials for roles requiring certification under SimDem law.
Article 5 – Categories of Education
§5.1. The Department of Education may establish, including but not limited to, the following categories:
- §5.1.1. Civic Education Courses:
- Optional and creative courses intended to promote culture in SimDem.
- §5.1.2. Legal Education and Bar Preparation
- Voluntary courses designed to assist individuals in preparing for the Bar Exam or legal roles.
- §5.1.3. Professional and Training Certifications
- Certifications required for specific functional or operational roles, including law enforcement.
Article 6 – Police Certification and SDBI Coordination
§6.1. Service in law enforcement, shall require a valid Police Certification issued by the Department of Education.
§6.2. The Department of Education shall act as a certification and licensing authority, not as an operational law enforcement body.
§6.3. Training contributing to Police Certification may be conducted by the SDBI.
§6.4. The curriculum for Police Certification shall be approved by the SDBI.
§6.5. Courses contributing to Police Certification may be taught by active or former SDBI personnel, acting as instructors under the Department of Education.
§6.6. The Department of Education shall not interfere with SDBI operational doctrine or internal command structure.
Article 7 – Certification Validity and Renewal
§7.1. All professional certifications and licenses issued by the Department of Education shall have an expiry date.
§7.2. Certification periods shall be fixed as follows:
- §7.2.1. 1 February - 30 June
- §7.2.2. 1 July - 31 January
§7.3. Certifications shall expire automatically at the end of their respective period unless renewed.
§7.4. Renewal of certification may be satisfied by:
- §7.4.1. Completion of a refresher assessment,
- §7.4.2. Proof of recent service or training,
- §7.4.3. Completion of an approved update module,
as determined by the Deputy Secretary of Education.
Article 8 – Oversight and Reporting
§8.1. The Deputy Secretary of Education shall report its activities to:
- §8.1.1. The Chief of Staff, or
- §8.1.2. The Secretary of Expansion.
Article 9 – Amendments
§9.1. Article 1 of the Executive Departments Act 2025 shall be amended to say:
“§4.1. Staff hired to work in departments must have valid, in-date certifications relevant to the nature of their work, if such certifications exist.”
§9.2. Article 1 of the Executive Departments Act 2025 shall also be amended to say:
“§4.2. Staff may be hired to work in departments without these relevant certifications as interns, receiving the lowest grade of pay, and having lesser responsibilities and duties.”
Article 10 – Continuity and Final Provisions
§10.1. Previously issued certifications may remain valid, be renewed, or be invalidated at the discretion of the Deputy Secretary of Education.
§10.2. This Act shall enter into force 4 days upon passage.
§10.3. Article 9 of this Act shall enter into force 1 month upon passage.
