EO 140-07 Implementation of Double Counter

§1. SimDem shall implement a Double Counter bot to screen every new person that arrives on the server.

§2. The bot shall be configured to screen all new members to prevent entry of anyone who is the following: alt, bot, doxxer, or terrorist as defined in the law.

§3. All new users must complete the Double Counter verification process before gaining access to anywhere other than the ⁠No Access

§4. Users wrongly flagged by Double Counter may submit an appeal to the OHS agent, who will review the case with the input of law enforcement and state attorneys before issuing a decision.

§5. The SoT @SoTec former Stoner, PHon, the discord supervisor @hackerman, and any other required parties shall make this happen as soon as possible
