EO 140-11 Government Contracts (DoEx)

Whereas the Department of Expansion requires additional manpower and assistance;
Whereas additional manpower and assistance can be drawn from the private sector;
Whereas the private sector requires incentives and goals in order to thrive;
Whereas the Vice Presidential Actions are going away
§1. A thread under doex-chat named "doex-contracting" shall be created for the purposes of posting and awarding government contracts within the DoEx.
§2. When possible and where needed, the Secretary of Expansion shall, to under its discretion, award contracts to private companies with two or more workers (including owner(s) and employee(s)), for the purposes of obtaining manpower, expertise, or a greater amount of labor for the department.
§3. When the Secretary of Expansion wishes to issue a government contract, they must provide the following information:
- Term of Employment (whether it be time-based or task-based)
- Duties under the contract (what the contractor is required to do)
- Required Conduct and causes for termination
- Compensation plan
- Requirements for application
§4. When the Secretary of Expansion issues a government contract, they must do so publicly within the "doex-contracting" thread, and must provide a minimum of 24 hours for businesses to apply for the contract. A contract may not be awarded for less than 50tau per week per employee, and for no more than 200 tau per week per employee. Compensation does not need to be on a per-employee basis, nor per week, and may be at the discretion of the Secretary of Expansion
§5. The Secretary of Expansion may require whatever information they deem necessary for a business' application for the contract. If a contract is put up, and either no business satisfies the requirements of this VPA, or are not satisfactory to the DoEx, then the SoEx may decline to award the contract to any businesses.
§6. The Secretary of Expansion may not receive anything in exchange for awarding a DoEx contract.
§7. VPA 140 - 2 I Government Contracts (DoEx) is hereby repealed as it has become redundant.
