EO 142-06 Departmental Budget Surplus

Whereas a system for surpluses in the budget is necessary;
Whereas the government can more efficiently re-allocate funds if they go back to the Government Reserve;
§1. Any excess budgetary funds appropriated, or funds gained, by a department that are not used by the end of the funding cycle must be sent back to the Government Reserve account to be reappropriated next cycle.
§2. All departments must mark and report the amount of surplus they have and send to the Reserve account to the Treasurer or Secretary of the Treasury.
§3. If any department currently has a surplus, they must comply with this EO immediately.
§4. The President, Secretary of Treasury, Treasurer, or relevant Secretary may transfer the funds, and any transfer to the Government Reserve must be recorded in the Treasury Records.
