Whereas arrested individuals should be allowed to chit and chat.
§1. A new voice channel shall be created in the Department of Justice category and shall be located directly beneath No Access and it shall be named, "holding-cell-vc".
§2. Every person with access to No Access shall have access to join and speak in voice calls in holding-cell-vc.
§3. The new channel may only be viewed by those who can view No Access .
