EO 148-04 No more hoarding

Whereas that shouldn't be a thing,

Whereas hoarding sucks,

§1. All department reserves are to be given back to the government reserve immediately.

§1.1 Departments shall pay all employees before returning reserves.

§2. No department may keep tau for any reason other then for those outlined in the budget, and other applicable law.
