§1. Purpose

I believe SimDemocracy must not limit itself to protecting democracy within our borders, we must also carry our ideals outward. This Order establishes the Democratic Expansion Program (DEP) to make SimDem’s presence felt in other servers and to grow our community through active engagement.

§2. Mandate

§2.1. The Department of Defense shall create a specialized command unit responsible for the planning and execution of the DEP.

§2.2. Missions may include infiltration, information campaigns, direct support to democratic movements, and the establishment of SimDem-recognized democratic institutions in partner or target servers.

§3. Oversight & Reporting

§3.1. The Secretary of Defense shall appoint a Director of Democratic Expansion.

§3.2. The Director shall report weekly to the President and the Senate on operational progress, successes, and challenges.

§3.3. All classified operations shall be logged under the Securing Expanded Confidentiality in Reports Evidence and Transmissions Act.
