Enforcing Asset Security from Terrorists (EAST) Act 2025

Passed by the Senate on 12 October 2025, then vetoed by the President on 12 October 2025. Modified and passed again by the Senate on 13 October 2025, then signed by the President on 15 October 2025.

Preamble

WHEREAS the current apparatus lacks the capacity to seize terrorist funds effectively

WHEREAS the treasury should have the ability to seize terrorist funds

Article 1. Seizure of terrorist funds

§1. The Department of Treasury may, when it is determined that a business was holding funds for a proscribed organization, seize assets and tau collected, distributed, or otherwise dispensed by said businesses

§2. Any Business with an owner with or more than 40% stake who is found guilty of Article 51, Terrorist Conspiracy, will be eligible have their assets and tau potentially seized

§2.1 All businesses that have had an event outlined in §2 occur shall be examined for potential seizure by the Central Revenue Bureau

Article 2. Civil Code Amendment

§1. Article 27, Uncompensated Expropriation shall be amended to include a new section 2, which shall state;

“§2. The state shall not be liable for Uncompensated Expropriation if said seized assets were held on behalf of a proscribed organization, as outlined in both Article 52 of the Criminal Code, as well as the EAST act.”

§2. Article 27 of the Civil Code shall be enumerated accordingly

Article 3. Enforcement

§1. The Central Revenue Bureau, at the direction of the Director of the same institution, shall be entrusted with the duty to enforce the laws and regulations described above.

§2. The CRB shall examine all applicable cases of asset forfeiture upon passage into law, and apply the powers described above in any and all cases where applicable
