Government Transparency Act (GTA) But Better

Tied vote in the Senate on 20 July 2025, tie broken by the Vice President on 23 July 2025, and signed by the President on 25 July 2025.

Whereas government GCs have proven to be disastrous,

Recognising that we need a safeguard against illegal stuff occurring in the GCs,

I, budo_1 propose the following Government Transparency Act (GTA) But Better:

Article 1 - Transparency Measures

§1. No external places, such as a discord server or a group chat, shall be allowed to be used by the SimDem government, except:

§1.1. Internal places, as listed below:

a. The main Discord server,

b. The main subreddit,

c. The official Minecraft server.

d. The official Discord server of the executive departments

e. Official social media accounts

f. Any official game servers other than the ones listed here

§1.2. Places where the usage is mostly unrelated to the government, and personal in nature like DMs,

§1.2.1. Government-related usage does not include happenings related to political dealings not conducted under government authority.

§1.3. Otherwise, use of an external place may be authorized on a case-by-case basis by the Chief Ombudsman if:

§1.3.1. There is a clear justification for the use of the external place, and both the authorization and justification are declared.

§1.3.2. The external place must be in full compliance with all rules, regulations, and norms of the main SimDem server and SimDem, including but not limited to:

a. Oversight by the SDIOA,

b. Server ownership by the Discord Supervisor,

c. Tracking and reporting of logs is recommended.

§1.3.3. If the main purpose of the external place is to conduct legal proceedings against, to whistleblow on or to investigate a person or organization that would ordinarily be required to be present under §1.3.2, then their requirement to be present may be waived.

§1.3.4. If the nature of the external place is a foreign one that SimDem has presence on, requirements under §1.3.2 are to be waived by the least amount possible.

§1.3.5. If the external place is a Discord group chat, requirements under §1.3.2 are to be waived by the least amount possible to meet technical limitations of group chats. The group chat may be owned by the Chief Ombudsman instead of the Discord Supervisor.

Article 2 - Implementation

§1.This act shall apply to all external places created after the passing of this act.
