Healing through Outreach, Prevention, and Engagement (HOPE) Act 2025

Passed by the Senate and signed by the President on 25 August 2025.

Preamble

Whereas the mental health of all is important.

Whereas we should do the best that we can for our fellow citizens.

Whereas some of us have no other lines of support.

Whereas we all care for each other, and want to help bring each other up.

Article 1: Establishment of Hope’s Hand

§1 “Hope’s Hand” is established as a volunteer body within the government.

§2 Hope’s Hand’s mission is to intervene and console server members who are having a spiral on the server which can be deemed a real-world danger to themselves or others.

§2.1 An “Intervention” role is to be created. This role restricts access to most channels except the “hopes-hand” channel described in Article 1 §2.2.
§2.2 A private “hopes-hand” channel is to be created. This channel should only be accessible to the “Intervention” role, the “Hope’s Hand” role described in Article 1 §2.3, both President and Vice President, and any necessary oversight bodies. This channel is for the isolation and consoling of spiralees.
§2.3 A “Hope’s Hand” role is to be created. This role is only to be given to the volunteers described in Article 2.
§2.4 A private “hopes-hand-private” channel is to be created. This channel is only accessible to the “Hope’s Hand” role, both President and Vice President, and any necessary oversight bodies. This channel allows for the private deliberation of Hope’s Hand volunteers.

Article 2: Volunteers

§1 Volunteers are the individuals which carry out the mission of Hope’s Hand.

§2 Volunteers considered qualified for the task can be appointed by the president, or through a motion within the senate with three-fifths (⅗) majority.

§2.1 Active pre-existing volunteers can vote to veto this appointment through a simple majority. Should it succeed, that candidate cannot be appointed again for 1 week.
§2.2 Volunteers can be impeached by the senate through a motion within the senate with a three-fifths (⅗) majority or by the Hope’s Hand’s volunteers with a simple majority vote excluding the one being impeached.

§3 Hope’s Hand volunteers should be experienced with consoling those with poor mental health, compassionate for people when they are at rock bottom, and prepared to handle the serious and sensitive subject matter of the mission.

§4 Volunteers are allowed to leave Hope’s Hand at any time, for any reason.

Article 3: Intervention

§1 When a member of the server is having a self-destructive spiral that may endanger themselves or others, Hope’s Hand volunteers and/or the President or Vice President are empowered to start an intervention.

§1.1 A self-destructive spiral is, but not limited to, a seemingly uncontrollable spiral and/or attack, be it panic, anxiety, or otherwise, which indicates risk of self-harm, harm to others, or suicide

§2 Volunteers and/or the President or Vice President are to isolate the member spiraling using the “Intervention” role for both the public and the spiralee’s own safety.

§2.1 The role can be removed whenever Volunteers, President, or the Vice President, feel that the spiralee has been calmed down enough.
§2.2 If an appropriate oversight body see the intervention as unnecessary or an abuse of role permissions, either the Senate with a three-fifths (⅗) motion or the volunteers may issue a vote to cease the intervention and release the user.
§2.2.1 If the SDIOA find evidence of an abuse of the intervention system for reasons other than to maintain the wellbeing of members, there may be punitive action appropriate to what was committed.

§3 Volunteers, the President, or Vice President are at their own discretion to ensure the spiralee’s safety during an intervention.

§3.1 Volunteers, the President, or Vice President may temporarily grant the “Hope’s Hand” role to individuals who can help during an intervention. I.E. a close friend of the spiralee. The role must be removed once the intervention is deemed concluded.
§3.2 Volunteers are not fully qualified counselors, while they are able to console and relate with somebody, long standing issues aren’t going to be solvable by them. It is strongly encouraged that professional help is recommended to spiralees during an intervention.

Article 4: Professional Help

You are never alone in this world. If you need somebody to talk to. Hope’s Help volunteers are always willing, but it is not a substitute for professional help.

If you have thoughts of self harm or suicide, call or text 988 (or the appropriate crisis number in your country). Any connection is confidential if that is something you are worried about.

Explanatory Notes

Article 1 - Establishment of “Hope’s Hand” as a government organization, creates the necessary server infrastructure for it.

Article 2 - Volunteers work for the organization and are appointed by the executive and senate

Article 3 - People who have dangerous spirals are isolated and taken care of to the best of the volunteer’s ability.

Article 4 - Seeking professional help for mental health is very important, dial 988 if you need immediate counseling.
