MC EO 002-1 - Creation of the Colony Judiciary

Whereas there should be a judiciary;

  1. The current acting governor is required to work on assembling and implementing a judiciary;
  2. If the judiciary is not implemented this term (#2), the next governor will be required to work on it as well

making it so, I legally can't procrastinate– if I'm not allowed to EO myself, I'll repeal it
