MC EO 004-02 Player Registry

WHEREAS The Minecraft Legislative Establishment Act mandates the creation of a registry of all players.

§1. MC EO 003 - 04 is amended to add the following after §3:

§4. The Secretary of Player Registration position will be created and tasked with maintaining and updating a public registry of all players on the server in accordance with the [Minecraft Legislative Establishment Act](https://qwrky.dev/mediawiki/index.php/Minecraft_Legislative_Establishment_Act_(MLEA)).

§4.1. This registry shall also specify whether the Minecraft username is for Bedrock Edition (including console versions) or Java Edition.

§2. The welcome message in motd.txt shall be updated to include the following text, with each part in brackets replaced by the corresponding username:

If you have not yet been registered, please contact [Minecraft username of SoPR] (Discord username [Discord username of SoPR]).
