Minecraft Assembly Procedures
Passed by the Senate and signed into law by the President on 20 May 2025

- the Assembly currently lacks procedures,
- Whereas
- the Assembly should have rules on how to run,
- Therefore the following is passed.
Part 1 - Types of Votes
Article 1 - Privileged Motions
§1. Privileged motions are votes that must be held within 24 hours of the motion being proposed.
§2. Discharge motions, speaker votes, votes to remove the speaker, rules changes, and other motions as required elsewhere are all privileged motions.
Article 2 - Normal Motions
§1. Normal motions will be put up for a vote when the Speaker decides to put them up for vote.
§2. Legislation and other motions as required in other pieces of legislation are normal motions.
Article 3 - Necessary Motions
§1. Necessary Motions are motions that take part in multiple phases, and must be completed quickly.
§2. Necessary Motions will have an immediate 24 hour debate or hearing prior to the motion being voted on.
§3. Appointments by the Governor and impeachments are both necessary motions.
Part 2 - The Speaker
Article 4 - Choosing a Speaker
§1. After an Assembly election, the members of the Assembly are to elect a Speaker.
§2. The Speaker election will be presided over by the Governor.
§3. A Speaker is elected by a simple majority vote from the members of the Assembly.
Article 5 - Powers of the Speaker
§1. The Speaker determines when normal motions are to be voted on.
§2. The Speaker is to preside over all legislative sessions.
- §2.1. If the Speaker is not available, the Governor will fulfill this duty instead.
§3. The Speaker may moderate debate.
§4. Any Assembly member may motion to remove the Speaker.
- §4.1. This motion requires a simple majority to pass.
Part 3 - Debate
Article 6 - Discharge Motions
§1. A discharge motion is a motion to turn a normal motion into a privileged motion.
§2. A discharge motion passes with a simple majority.
Article 7 - Process of Debate
§1. Any Assembly member may call for a debate on a piece of legislation that is not a privileged motion.
§2. The Speaker may choose to not hold a debate.
- §2.1. The Assembly may vote to force a debate with a simple majority.
§3. A debate will last for 24 hours, however the Speaker can increase this time if needed.
§4. A successful discharge petition will automatically end a debate.
Part 4 - Amendments
Article 8 - Amendment Procedure
§1. An amendment is a change to a bill or any other motion proposed to the Assembly.
§2. Amendments may be proposed by any member of the Assembly during debate.
§3. If the initial proposer of the bill or motion accepts the amendment, it will automatically be applied to the bill or motion.
§4. If the initial proposer of the bill or motion does not accept the amendment, it requires a majority of the Assembly to back it before it is applied to the bill or motion.
Part 5 - Conduct and Decorum
Article 9 - Conduct and Decorum
§1. All Assembly members will conduct themselves professionally during Assembly debate.
§2. The Speaker may censure people for repeated improper conduct.
- §2.1. Any member of the Assembly may oppose this, and an immediate vote to reverse the censure will be held.
- §2.2. If a member is censured, they will not be able to take part in debates or other Assembly business for up to 24 hours.
- §2.3. Censured Assembly members are still permitted to vote on motions or bills.
- §2.4. A warning must be issued before a member of the Assembly can be censured.
Part 6 - Miscellaneous
Article 10 - Ties
§1. Ties will be broken in a PvP match.
§2. The aye voters and the nay voters will fight in an arena on the server.
- §2.1. The match will be to the last person standing.
- §2.2. The match will be mediated by any abstention voters, or the Governor if they are not available.
§3. In the unlikely event that the PvP match is a tie, another match will be held.
