Minecraft Infrastructure Development and Protection Act 2025

Passed by the Assembly on 31 July 2025.

Introduced in the Minecraft Assembly by: Rep. Lyoko222, PHon CmS

Purpose: To authorize and regulate the construction of large-scale transportation infrastructure, including roads, tunnels, and ice highways, while preventing malicious or opportunistic obstruction by unauthorized or bad-faith construction.

Article 1: Definitions

§1. Infrastructure Project: An “infrastructure project” shall refer to any public works construction project intended to facilitate transportation, including but not limited to roads, railways, tunnels, and ice highways, authorized by the Governor or Assembly.

§2. Infrastructure Corridor: An “infrastructure corridor” is a designated path or route marked for proposed or approved infrastructure development.

§3. Straw Construction: “Straw construction” shall mean any structure built after public notice of a proposed infrastructure corridor and which is not continuously inhabited or maintained, and is built solely to obstruct, delay, or extract compensation from infrastructure development.

Article 2: Designation and Authorization

§1. Planning Authority: The Governor, in consultation with the Assembly and public notice, may propose Infrastructure Corridors for future development.

§2. Approval Process: Corridors must be confirmed by a simple majority vote of the Assembly. Upon confirmation, these become Official Infrastructure Corridors (OICs)

§3. Registry and Notice: All proposed and confirmed corridors shall be published in a public registry maintained at Yerver (or in another place as determined by the Assembly or Head of Public Works) and posted on the colony’s official forum or announcements board.

Article 3: Construction and Enforcement

§1. Protection of Infrastructure Projects

§1.1 Any interference with an approved Infrastructure Corridor, through griefing, unauthorized obstruction, or deliberate obstruction, shall be considered a civil infraction and, in severe cases, griefing.
§1.2 Assembly or Governor may authorize removal of obstructions upon 24 hours’ notice.

§2. Anti-Strawhouse Clause

§2.1 Any building constructed after publication of a proposed corridor without prior registration as a residence or landmark shall be presumed a straw construction unless the builder can prove active use.
§2.1.1 No structure constructed within a week after publication of a proposed corridor, unless explicitly approved under statute, shall be eligible for any compensation, and shall be considered a strawhouse under this statute.
§2.2 No compensation shall be owed for removal of straw constructions.

§3. Compensation and Fair Use

§3.1 Residents with legitimate, pre-existing structures along a confirmed corridor may:
§3.1.1 Negotiate with the Governor for fair relocation or partial preservation.
§3.1.2 Be eligible for compensation in blocks, tau, or land plots.
§3.2 In cases of natural or historical landmarks, Article 4 or 6 of the Settlements and Landmarks Act shall apply, and construction may be rerouted.

Article 4: Oversight and Dispute Resolution

§1. Oversight

§1.1 The Minecraft Governor shall oversee implementation and may delegate construction to public contractors.
§1.2 The Assembly may form an Infrastructure Committee to review disputes, delays, or abuses.

§2. Judicial Review: Any dispute regarding obstruction, compensation, or landmark status shall be resolved by the Minecraft Judicial Officer under expedited review.

Article 5: Final Provisions

§1. Supremacy: This Act shall supersede conflicting local ordinances within its limited scope of infrastructure development.

§2. Enforcement Date: This Act shall take effect upon passage and shall apply retroactively to any proposed corridors posted within the prior 14 days.
