Minecraft Legislative Establishment Act (MLEA)

Preamble

WHEREAS the Minecraft Server constitutes a distinct governance domain within SimDemocracy, requiring responsive legislation;

WHEREAS such governance must remain consistent with SimDem legislation and Minecraft Legal Foundation;

THEREFORE, the Minecraft Legislative Assembly is hereby established to deliberate and propose legislation exclusive to the server, consistent with SimDemocracy law.

The term “Minecraft Legal Foundation” shall denote the corpus of authoritative documents, including statutory enactments, executive directives, judicial interpretations, and formally adopted server regulations, which collectively provide the framework for governance within the Minecraft domain of SimDemocracy.

Article I: Establishment of the Minecraft Legislative Assembly

§1. The Minecraft Legislative Assembly (hereinafter "Assembly") is hereby established as a Minecraft Server-specific legislative body.

§2. The Assembly shall hold legislative authority over all in-game mechanics, community rules, infrastructure regulations, and social governance systems that do not conflict with federal SimDemocracy law.

Article II: Composition and Eligibility

§1. The Assembly shall be composed of 3 members.

§2. To be eligible for candidacy and voting, an individual must:

 a) Be a registered SimDemocracy citizen and have a SUIT.

 b) Have played on the Minecraft Server.

 c) Not be banned or under disciplinary review.

§3. All players must register their Minecraft username and corresponding SimDemocracy account identifier with the Office of the Minecraft Governor. This registry must include a valid Discord tag or Reddit username. The Governor shall maintain this registry or may delegate this responsibility via executive order.

§4. The candidates who wish to run shall come forward via a Call for Candidates Reddit post.

Article III: Election Procedure

§1. Elections to the Assembly shall occur every two (2) weeks.

§2. The elections shall be administered by the SimDemocracy Electoral Commission using the same voting method used for Senate elections, as is established in the Appendix §1 or other applicable portions of the SimDemocracy Constitution.:

§3. If a seat becomes vacant due to resignation, inactivity, or removal, the vacancy shall be filled using the same process used for filling vacancies in the Senate, as is established in Article 3 §4 and the Appendix §2 or other applicable portions of the SimDemocracy Constitution. §3.1. If fewer than 7 days remain before the next general election, the seat shall instead remain vacant.

Article IV: Powers and Functions

§1. The Assembly may propose and debate local Minecraft legislation before submitting it to the Senate for approval. This legislation may concern:

 a) Building codes and territorial claims

 b) In-game taxation, economy, or resource sharing systems

 c) Community conduct guidelines

 d) Infrastructure funding and maintenance

§2. The Assembly may not:

 a) Violate the SimDemocracy Legislation

 b) Contradict executive orders from the SimDemocracy President

 c) Infringe upon due process or civil rights under SimDemocracy law

§3. After being approved by the Senate, all Assembly legislation must be posted publicly in the `#minecraft-assembly-announcements` channel and shall enter into effect 24 hours after posting.

<ref name="autonomy" /> §4. The Senate may invalidate legislation passed by the Assembly via a ⅔ vote.

§4.1. The Senate must begin this vote within 48 hours after the legislation has passed the assembly.

<ref name="autonomy" /> §5. To allow for debate, the Senate may delay the implementation of legislation passed by the Assembly for 72 hours.

§5.1. This delay must be announced within 24 hours of the legislation passing the assembly.

Article V: Internal Structure and Voting

§1. At the beginning of each term, Assembly members shall elect a Speaker of the Minecraft Assembly to moderate sessions and manage votes.

§2. The Assembly may forward legislation to the Senate with a simple majority of members

§3. The Speaker shall post summaries of all Assembly sessions and laws approved from the Senate publicly within 24 hours in `#minecraft-assembly-announcements`.

§2. Assembly members inactive on the server for more than 7 consecutive days without valid notice may be removed by a two-thirds (2/3) vote. “Valid notice” means a written message posted in advance (48+ hours) explaining the absence.

§3. Assembly members may be removed by a two-thirds (2/3) vote for serious violations of Minecraft community guidelines or Assembly conduct rules, following a public explanation and opportunity for defense.

Article VI: Enforcement and Oversight

§1. The Minecraft Governor retains enforcement authority over all Assembly-passed legislation.

§1.1. The Governor may redelegate this Power to an appointed Government Official.

§2. The Minecraft Oversight Committee, as defined in Minecraft Laws, may review Assembly actions for legality and constitutionality.

§3. Any player may bring a civil claim under the Civil Code against the Assembly or its members for violations of law.

Article VII: Amendment and Dissolution

§1. This Act may be amended by a simple Senate majority, provided it does not contradict the SimDemocracy Constitution.

§2. The Assembly may be dissolved by a unanimous vote of both the Governor and Speaker.

§3. If the Assembly is dissolved, it shall remain so until the next election.
