Preamble

To acknowledge the expressive nature of modern Senate discourse and to reduce ambiguity in voting behavior, the following is enacted:

Article 1: Recognition of Visual Abstentions

§1. In any official Senate vote, a post containing an image or meme that does not clearly indicate a vote for or against shall be counted as an abstention.

§2. The Speaker of the Senate or presiding vote counter shall determine whether a posted image qualifies as a non-vote under this rule.

Article 2: Limitations

§1. This Act shall not apply to votes requiring roll-call procedures or constitutional amendments unless explicitly allowed.

Article 3: Enactment

§1. This Act shall take effect immediately upon passage.
