No More Robbing the Reserves Act 2025

WHEREAS the senate should control the purse
Article 1-Restrictions
§1. No department shall take from the federal reserve more than is allocated by the senate in interim funding resolutions or other senate amendments to said resolutions.
§2. The Central Revenue Bureau shall be entrusted with the duty to enforce the regulation noted in §1
- §2.1 The Central Revenue Bureau director shall be granted full access to all payroll information
- §2.2 If findings of Departmental Financial Misconduct are discovered, the CRB director shall report to the Attorney General for prosecution.
- §2.2.1 If said Misconduct arrives from the DOJ, the CRB director shall report their findings to the senate
Article 2-Amendments
§1. Section 4, Article 22 of the Civil Code 2025 shall be added and it shall state:
“This tort shall not be applicable if the Plaintiff was fired due to the defendant not having proper funding to pay said Plaintiff”
§2. Part 6, Article 29a of the Criminal Code 2020 shall be added, which shall be named “Departmental Financial Misconduct” and will read
“§1. Any department head shall commit the crime of Departmental Financial Misconduct if they spend more money than is allocated in senate interim funding resolutions in their respective departments §2. Departmental heads have a duty to know how much money is allocated to their departments. §3. This shall apply to the heads of all statutory and non-statutory departments §4. The sentences for committing the crime of Departmental Financial Misconduct shall be a minimum of one day mute, up to a 2 week long mute, as well as removal from office.”
