Article 1: The Exhibition
§1. Every two weeks, the State of SimDemocracy shall hold the National Art Exhibition (NAE).
- §1.1. The NAE shall take place every two weeks, beginning on Monday, 12:00pm UTC and ending on Wednesday 12:00pm UTC.
§2. At 12:00pm UTC on the Monday in which the NAE is due to begin, the Call for Submissions shall begin, in which all contestants may be allowed to submit their artwork.
§3. The Call for Submissions shall be open until Tuesday 12:00pm UTC, after which all submissions shall be closed.
§4. The Announcement of Winners shall take place on Saturday 12:00pm UTC.
§5. The payment of any necessary entry fees as defined in this Act must also take place within the same timeframe as the Call for Submissions.
- §5.1. Any persons that have submitted art without the payment of entry fees shall have their art discounted from the competition.
§6. The person in charge of running and managing the NAE shall be known as the Exhibition Curator.
- §6.1. The Exhibition Curator shall be appointed by the Secretary of Expansion and shall serve for the duration of the period in which the NAE takes place.
- §6.2. The Exhibition Curator shall be responsible for all Reddit and Discord posts and announcements relating to the NAE, including:
- §6.2.1. The announcement of the beginning and end of the Call for Submissions.
- §6.2.2. The announcement of the winners of the NAE, alongside the cash prizes that they are due to receive.
- §6.2.3. Any other necessary announcements that are necessary for the proper function of the NAE as prescribed in this Act.
Article 2: Fees and Prizes
§1. The compulsory entry fee for all NAE submissions shall be 50t.
§2. The total amount of money collected in entry fees, plus 500t, shall comprise the Prize Pool.
§3. The persons eligible for the Prize Pool shall be those in 3rd, 2nd, and 1st place.
- §3.1. The author(s) of the work in 1st place shall receive 3/6 of the Prize Pool.
- §3.2. The author(s) of the work in 2nd place shall receive 2/6 of the Prize Pool.
- §3.3. The author(s) of the work in 3rd place shall receive 1/6 of the Prize Pool.
- §3.4. Joint authors of a work eligible for money from the Prize Pool shall have their winnings divided equally between them.
§4. All competition fees must be made payable to the Department of Expansion.
Article 3: Competition Process
§1. The Exhibition Curator may disqualify anyone who breaks the Competition Rules.
- §1.1. The Competition Rules shall consist of the following provisions:
- §1.1.1. No NAE participants may attempt to influence the decisions of the Panel of Judges on any basis other than what their submitted works already consist of.
- §1.1.2. Only visual, static art may be accepted. Video, audio, and text works are prohibited.
- §1.1.3. Works that are not the original work of the participants that are making a submission are prohibited.
- §1.1.4. Works generated through the usage of artificial intelligence, large language models, and other text prompt-based image generation software are prohibited.
- §1.1.5. Works that violate the rights of a natural person as enumerated in the Civil Code of SimDemocracy are prohibited.
- §1.1.6. Works that violate a person’s rights under the Constitution of SimDemocracy are prohibited.
- §1.1.7. Works classified as obscene materials under the Criminal Code of SimDemocracy are prohibited.
- §1.1.8. Works classified as promoting or endorsing hate speech as defined under the Criminal Code of SimDemocracy are prohibited.
- §1.1.9. Works otherwise classified as being illegal or endorsing illegal actions under SimDemocracy Law are prohibited.
§2. Submissions to the NAE shall consist of the following pieces of information:
- §2.1. The Reddit and/or Discord usernames of all authors involved in the making and/or creation of the work being submitted.
- §2.2. Explicit confirmation that all authors involved in the creation of the work give their consent for the submission to take place.
- §2.3. Explicit acknowledgement that all authors involved in the submission shall respect and uphold the Competition Rules.
- §2.4. An image of the work, uploaded in a file format that is compatible with either Reddit or Discord, that is able to be clearly viewed visually.
§3. The Exhibition Curator shall be responsible for the appointment of the Panel of Judges, which shall consist of 2 people as well as the Exhibition Curator.
- §3.1. The Exhibition Curator may not appoint persons to the Panel of Judges if they have been disqualified in the previous NAE due to a violation of the Competition Rules.
- §3.2. The Exhibition Curator may not appoint persons to the Panel of Judges if they have been to have made a judgement of works based on being unfairly influenced under the Competition Rules.
§4. The Panel of Judges shall vote upon a full ordered ranking, from best to worst, of all works that have not been disqualified and are completely compliant with the Competition Rules.
- §4.1. The ranking shall be based on a fair and unbiased evaluation of all aspects of the work submitted.
- §4.2. Decisions on the ranking shall take place through a simple majority vote.
- §4.3. A full ranking must be produced before the NAE is due to end, and submitted to the Exhibition Curator.
- §4.4. Once the full ranking of works has been submitted, the Exhibition Curator shall announce the 1st, 2nd, and 3rd winners and distribute all prize money to the eligible authors immediately.
