Passed by the Senate on 13 July 2025, and not vetoed by the President within 72 hours.

Article 1: Inactivity Defined

§1. “Inactivity” shall be defined as “Not interacting (Voting, Messaging, etc.) with the community of SimDemocracy both on Reddit and Discord for a time period no less than 1 week (7 days).

§2. Inactivity does not apply to a Reddit or Discord account being shown as “Online” or “Offline”

Article 2: Protections

§1. Inactive members of the community shall be protected from being kicked, banned, or punished in any other manner only if the reason for their punishment is provably because of their inactivity any user suspected to have violated this protection shall be put to trial where if found guilty shall receive a maximum punishment of a permanent barring from holding any public office with the ability to appeal and a minimum punishment of temporary suspension from office. This protection only applies to being punished for inactivity other criminal statutes still stand and inactive members can still be convicted and punished for other offenses. A new roll shall be created to be assigned to inactive users and to be lifted once they are proven active.

§2. Any user that holds office who can prove that their inactivity was not voluntary and was caused by circumstances outside of their control (Loss of power/internet, for any underage citizen parental intervention, etc.) shall not be removed from office if they are able to present this evidence at their impeachment hearing.

§3. This act does not apply to those who have chosen to not register to vote or have abstained from voting as that is a right and they shall not be declared inactive purely due to not voting or not being registered to vote, there must simultaneously be another reason for a user to be declared inactive other than just not voting

Article 3: Limitations

§1. Any member declared inactive shall not be able to hold a public office (Judge, Justice, Senator, President, Vice President, etc.) while they are inactive following their potential return to the server, this restriction should be immediately lifted from the affected user. Should they hold office at the time of inactivity, any user who is able to contact them should do so and if they are unable to be reached an impeachment hearing shall be held and if found to be inactive they are to be immediately removed from office and the office they held shall be filled in the manner respective to how members are typically chosen.
