Senate Rules and Procedures Emergency Fixes Act

Preamble

Whereas A number of very important provisions relating to channels are not present in the Senate Rules and Procedures Act;

Whereas Article 2, §3.6. and §3.7. are the exact same sections;

And Whereas The lack of an automatic conclusion to debate has caused much confusion;

THE SENATE OF SIM DEMOCRACY PROCLAIMS

Article 1: Channels

§1. A new section shall be added to Article 8 of the Senate Rules and Procedures Act:

“§6. Excluding any specifications within legislation, the Speaker of the Senate may edit channels with the Senate category in any way they choose including but not limited to changing channel names, changing channel permissions, adding new channels, and changing channel order.”

§2. A new sub clause shall be added to Article 1 Clause 2 of the Senate Rules and Procedures Act:

“§2.5. Motions to archive a channel at the request of the Chief Archivist.”

Article 2: Debate Procedure

§1. Article 3, §2.4. of the Senate Rules and Procedures Act shall be amended to read:

§2.4. Once debate is concluded after 24 hours, or, if the speaker has declared the bill to require more debate, after a Motion to Close Debate, the Bill shall proceed to a vote.

§2.4.1. A Motion to Close Debate may be filed even if the speaker has not declared the bill to require more debate.

§2. Article 6, §6. of the Senate Rules and Procedures Act shall be amended to read:

§2.4. Debate shall end after 24 hours, or, if the speaker has declared the bill to require more debate, after a Motion to Close Debate, the Bill shall proceed to a vote.
§2.4.1. A Motion to Close Debate may be filed even if the speaker has not declared the bill to require more debate.

§2. Article 2, §3.7. of the Senate Rules and Procedures Act is deleted.

§3. Article 6, §8. of the Senate Rules and Procedures Act, and its associated subsections, are deleted.

Article 3: Senate Clerk

§1. Article 2, §1.1. of the Senate Records Act is amended to read:

“Motions (as defined under the Senate Rules and Procedures Act) raised in the Senate, excluding motions which are at the discretion of the Speaker, including the one who raised each motion and the date in the UTC timezone.”
