The r/SimDemocracy and Communist Cartel Alliance Treaty

Ratified by the People of r/SimDemocracy on 7th July 2019

Ratified by the Parliament of the Communist Cartel on the 5th July 2019

Preamble

THE GOVERNMENTS OF r/SimDemocracy and the Communist Cartel have reviewed with satisfaction the friendly relations between the two governments and peoples and have agreed that this bilateral alliance treaty is conducive to strengthening the development of both of our democracies. To this end, both parties after talks have agreed to the terms of our alliance as follows.

Article A – Judicial Cooperation

A.1. The governments and judiciaries of both regions shall recognise each other’s judiciaires.

A.1.1. r/SimDemocracy shall recognise the Supreme Court of the Communist Cartel and lower courts below it as stipulated under Article 6 of the Communist Cartel’s Constitution.
A.1.2. The Communist Cartel shall recognise the judiciary of r/SimDemocracy as stipulated under the Judiciary Amendment.

A.2. The judiciary of the host region shall have the power to request judges from the other region to sit and preside over a specific court case alongside the host region’s own judges. These aforementioned judges shall be referred to as “foreign justices”.

A.3. Both regions shall give special roles to foreign justices, which shall grant them unobstructed access to the courtrooms of each other’s region, as well as access to special channels which allow judges to privately communicate with each other. While in the exercise of their duty, foreign justices shall enjoy the same rights, protections and immunities as those of domestic judges as regulated by the laws and constitutions of the host region.

A.4. Foreign justices shall follow the laws, constitutions, conventions and precedents of each other’s region when requested to preside over a court case in each other’s jurisdiction.

A.5. Regular exchanges between the judiciaries of both regions shall help ensure that foreign justices, assisted by their domestic counterparts, have adequately studied the laws, constitutions, conventions and precedents of each other’s region.

Article B – Cross Platform Promotion

B.1. Both regions shall permit advertising and the posting of links such as Discord links, subreddit links and web page links, through telecommunication mediums within their jurisdiction.

B.1.1. In this treaty, “telecommunication mediums” shall refer to all services and agencies of electronic communication under the jurisdiction of the respective region. This includes Discords, subreddits and NationStates Regional Message Boards.

B.2. r/SimDemocracy shall declare the Communist Cartel as an official ally and display the Communist Cartel’s Discord and URL to its main regional page in its subreddit sidebar.

B.3. The Communist Cartel shall create a special embassy channel for r/SimDemocracy and grant the President of r/SimDemocracy management permissions for it. Embassy channels shall allow bilateral dialogue between the legislative, executive and judicial branches of both regions.

B.4. The Communist Cartel shall allow the citizens of r/SimDemocracy to apply for visas and citizenship in accordance with its own constitution and laws.

Article C – Provisions

C.1. This alliance treaty is subject to ratification and shall enter into force once both regions have ratified it. Both regions shall be legally bound by the provisions of this treaty once ratified.

C.2. Both regions shall endeavour to resolve conflicts and grievances through bilateral dialogue. Should all lines of negotiations be exhausted, both regions shall have the right to withdraw from this treaty in accordance with their own laws and constitution.

C.3. No provisions may be added to this treaty without the bilateral consent of both regions.
