Terrorist Connected Accounts Act
Passed by the Senate on 19 April 2025, and ratified by public referendum on 22 April 2025.
Preamble:
An act to protect citizens, uphold institutional integrity, and establish a clear framework to combat terrorist-connected activities.
Part 1: Definitions and Offences
Article 1: Terrorism Against The Individual
§1. A person or group of persons commits terrorism against the individual, here within referred to simply as terrorism, if they knowingly attempt to or cause real-life harm to an individual, group of individuals, SimDemocracy population at large, or members of any national institutions of SimDemocracy, or cause exceptional harm to public safety through of these crimes:

Article 2: Terrorist Organizations
§1. A terrorist organization is defined as a group of individuals organized to commit terrorism as defined in Article 1: Terrorism Against the Individual or any other legally recognized form of terrorism in SimDemocracy.
§2. Membership in a terrorist organization includes, but is not limited to, being a member of a terrorist server, or being frequently associated with it.
§3. Supporters of a terrorist organization includes, but is not limited to being an operative (someone who executes organization policy, agendas or orders), knowingly committing crimes in support of the group, intentional intelligence gathering in support of the group, or voter fraud or harassment on behalf of the organization.
Part 2: Criminal Offences and Penalties
Article 3: Terrorist Conspiracy
§1. Add to the Criminal Code 2020, Part 10, and make the necessary changes to accommodate its addition:
Article 51: Terrorist Conspiracy
§1. A person engages in terrorist conspiracy if they commit terrorism against the individual as described in the Terrorist Connection Accounts Act, Article 1: Terrorism Against The Individual, is a member and supporter of a terrorist organization as described in the Terrorist Connection Accounts Act, Article 2: Terrorist Organization, or meets the standards for committing terrorism or being a terrorist under any other law.
- §1.1. Where it is proved, on a balance of probabilities, that a person is a member of a terrorist organization under the Terrorist Connection Accounts Act, Article 2 , it is presumed, until the contrary is proved, that the person is a supporter of said organization under the Terrorist Connection Accounts Act, Article 2.
§2. The sentence shall be a fine between 1,000 to 10,000 tau and a ban between three (3) months and a permanent ban.
§3. There shall be a statute of limitations for violations of this Article of up to eighteen (18) months.Article 4: Racketeering
§1. Add to the Criminal Code 2020, Part 10, and make the necessary changes to accommodate its addition:
Article 52: Racketeering
§1. Racketeering is the act of knowingly holding funds on behalf of an individual or group to conceal them.
§2. A person found guilty of racketeering may be sentenced to forfeiture of all funds being racketeered and a ban for up to six (6) weeks.
§3. The Department of Justice may ask the Supreme Court for a freeze on an account’s funds if the account in question is attempting or may reasonably be expected to attempt to transfer them to other accounts to hide them from prosecution, detection, or fines.
- §3.1. Lawyers and other legal representatives cannot have their funds frozen for this reason if those funds were exchanged for legal services.
- §3.2. The court may require the accounts to return the suspected racketeer’s racketeered funds that they transferred to them if it is deemed part of an effort to conceal the funds from the Department of Justice or the Courts during trial.
Part 3: Executive and Oversight Provisions
Article 5: Executive Powers

During states of caution or emergency, a competent authority may ban accounts that have been members of SimDemocracy for under thirty (30) days for Terrorist Conspiracy, or any other crime described as terrorism under other acts, provided that—
- §1.1. It is an exceptional circumstance affecting public safety;
- §1.2. The summarily banned accounts are tried in a competent court for the crimes they were banned for;
- §1.3. Summarily banned accounts may be tried in absentia, with no burden placed on any attorney to contact such summarily banned accounts.
- §1.4. If a group of accounts are summarily banned for being part of the same conspiracy, they may be tried together.
Article 6: Constitutional Amendment
§1. The Constitution, Part 6: Bill of Rights, Article 15: Freedom of Expression, §1 shall be amended to read:
§1. Every person shall have the right to freedom of expression, which shall include the right to freedom of speech, freedom of the press, freedom of peaceful assembly, freedom of association, freedom of faith and conscience, freedom of peacefully exercising religious beliefs, and the right to petition for redress of grievances, but the Legislature may impose such restrictions on the freedom of association as may be necessary or expedient in the interest of the security of SimDemocracy and its citizens.
§2. If the referendum fails, Article 5, §1. shall be changed to
§1. A person engages in terrorist conspiracy if they materially or negligently support a group of individuals in their efforts to dox, threaten to dox, or cause real life harm to individuals.
Article 7: Independent Oversight and Review
§1. An independent oversight authority or the appropriate government oversight authority shall review all terrorist conspiracy bans and organization designations.
§2. If they find insufficient evidence, they may issue a report to the courts and the public, subject to restrictions with regard to national or personal security.
§3. False or malicious designation without evidence is considered an abuse of power.
Article 8: Good-Faith Reporters
§1. Good faith actors who report terrorism and violate this Act may not be charged or tried for terrorist conspiracy or racketeering if they acted without malicious intent, cooperated fully with authorities, and promptly disclosed their actions. This exemption is subject to independent oversight review.
- §1.1. The certification of the Attorney-General is conclusive in determining that a person cooperated fully with authorities, and promptly disclosed their actions.
Article 9: Implementation
§1. This Act shall come into effect upon passage.
Article 10: Severability
§1. If any part of this Act is found to be inconsistent with the Constitution by a competent court, only the inconsistent parts of the Act shall be void.
- §1.1. The above applies to any section of this Act amended into other Acts.
