Preamble
Whereas people who cannot use their microphone in VC should still be able to be audible.
Article 1: Adding in a TTS bot
§1 The “Scriptly” bot will be added to the server, which is a bot that allows TTS in VC.
§2 If the bot is abused, and messages go on for over two and a half minutes, the inputter shall be muted for 5 minutes, and so shall the bot.
