Repealed by the Why do people pass terrible legislation Act, passed and signed on 13 November 2025.

Originally passed 7 November 2025 and not vetoed within 72 hours.

Introduction

Whereas I will kill all senators if this does not pass.

Whereas please this is my fourth attempt

Whereas I was going to make another amendment to this about communities, but it is two minor changes and one of them is directly related with the changes here, so it’s better to have both things in the same amendment.

Therefore this act is proposed

Be it enacted by the 153rd Senate of SimDemocracy

The Political Parties Reform (Fourth Attempt)

Article 1: Amendments

§1. Article four of the Associations Act 2025 shall be removed from the legislation, and article five (now renamed as article four) shall be rewritten as follows:

§1. To formally establish a registered political association, its founders shall submit an application for registration to the Electoral Commission. This application must include:

§1.1. The proposed name of the association, which shall be unique and not misleading;
§1.2. A list of at minimum five (5) founding members, including their full usernames and Discord IDs, or reddit usernames;
§1.3. Link to a formation post on the r/SimDemocracy subreddit if reasonably possible;
§1.4. A political manifesto.
§1.5. Other requirements as prescribed by this Act.
§1.6. Political associations that do not accomplish these requirements shall be considered unregistered political associations.
§1.6.1. An unregistered political association may become a registered association by reaching five (5) members, and submitting an application including all requirements as set by §1.1. to §1.5.
§1.6.2. Unless specified otherwise, “political associations” under this act shall refer to registered political associations only.

§2. To formally establish a community, its founder(s) shall submit an application for registration to the Department of Expansion. This application must include:

§2.1. The proposed name of the association, which shall be unique and not misleading;
§2.2. A list of at minimum one (1) founding member, including their full username and Discord ID, or reddit usernames;
§2.3. Link to a formation post on the r/SimDemocracy subreddit if reasonably possible;
§2.4. Other requirements as prescribed by this Act.

§2. Article 12 (now article 11) of the Associations Act 2025 section §1 shall be rewritten as follows:

§1. Formal participation in elections for public office shall be exclusive to registered political parties registered under this Act; otherwise, a candidate for public office may run as an independent.

§3. Article 13 (now article 12) of the Associations Act 2025 shall be rewritten as follows:

§1. A citizen may not concurrently hold membership in more than one (1) Registered Political Party at any given time.

§2. Nothing in this Article shall prevent a citizen from concurrently holding membership in multiple political movements or unregistered political parties.

§4. The following Part shall be included between the current Parts V and VI:

Part VI - The List Article 18 - List of Current Associations §1. The Electoral Commission shall create and maintain a publicly available list of all current Registered Political Parties, along with another list containing all Unregistered Parties. These lists shall contain the following:

§1.1. The name of the party.
§1.2. The logo of the party (if applicable).
§1.3. A link to the party manifesto (if applicable).
§1.4. A link to the party server, group chat, or channel (if applicable and available).
§1.5. Three bullet points about the party, given by the party leadership (if given).
§1.6. The discord or reddit username of the highest leader of the party (if applicable).

§2. The Electoral Commission shall create and maintain a publicly available list of all current Registered Political Movements, along with another list containing all Unregistered Movements. These lists shall contain the following:

§2.1. The name of the movement.
§2.2. A link to the movement manifesto (if applicable).
§2.4. A link to the movement server, group chat, or channel (if applicable and available).
§2.5. Three bullet points about the movement, given by the movement leadership (if given).

§3. The Department of Expansion shall create and maintain a publicly available list of all current Communities. This list shall contain the following:

§3.1. The name of the community.
§3.2. The logo of the community (if applicable).
§3.3. The topic of the community, given by the community leadership (if given).

§5. The following subsection shall be added under Article 10 (now article 9) section §1 of the Associations Act 2025:

§1.1. In the absence of official internal rules, the leaders of the association shall have full authority on how their association is run, and the original leaders shall be decided by the original founders and any subsequent leader shall be appointed by the previous leadership.

==Article 2: Implementation

§1. All political parties unable to list a minimum of five (5) members within a week after the passage of this bill shall be automatically considered unregistered parties.
