EO 159-02 Ministry of Magic

Whereas SimDemocracy needs more arcane wizardry;

Whereas these wonderful guidelines written by the 1st State Wizard lyoko222 deserve to be officialized;

Article 1: Ministry of Magic, Generally

§1. The Ministry of Magic exists as a non-Statutory government department under the authority of the State Wizard of SimDemocracy.

§2. The Ministry of Magic’s primary Goals are:

§2.1. The creation of fun and engaging community activities by incorporating magical, fantasy, or otherwise mystical themes to participate in;
§2.2. Administering the Magical Community of SimDem; and
§2.3. Assisting the State Wizard in the Administration of His/Her duties.

§3. The Ministry of Magic shall maintain a Discord Server and provide access of such server to:

§3.1. President of SimDem;
§3.2. Vice President of SimDem;
§3.3. Ombudsman of the SDIOA; and
§3.4. Any other Investigator or Oversight Authority as prescribed by statute, or court order.

Article 2: The State Wizard of SimDemocracy

§1. Under the Wizardry and Arcane Advisory Act of 2025 Article II, the Official duties of the State Wizard are:

§1.1. Provide ceremonial acts of a civic nature (e.g., blessings, symbolic ceremonies, community observances) intended to foster cohesion, protection, and community spirit;
§1.2. In times of war, the president or general may call upon the powers of the wizard to curse the enemies of SimDem and cast protective magic around the community to protect from enemy curses or spells; and
§1.3. The Wizard shall read the fortune of each new president term if they are amenable. They may also provide this service to other elected officials but they will be required to pay the wizard.

§2. Additionally, such duties not defined under the act are:

§2.1. Administration of the Ministry of Magic as the Chief Administrator;
§2.2. Leadership in the Community of Magical users in SimDem;
§2.3. Bestowing of Magical Honors in line with Internal Ministry Guidelines; and
§2.4. Preparation of an Apprentice who may take over the role if so required.

§3. The Wizard shall make every effort to practice magic or other mystical arts that benefit the prosperity and community of SimDem.

Article 3: Wizard’s Apprentice

§1. The State Wizard may, at their own discretion, appoint an official Wizard’s Apprentice, per Wizardry and Arcane Advisory Act of 2025.

§2. The Wizard’s Apprentice shall serve as the principal deputy to the State Wizard and of the Ministry.

§3. The Wizard’s Apprentice shall act in the State Wizard’s capacity if the State Wizard is removed or otherwise incapacitated.

§4. The Wizard’s Apprentice shall serve at the pleasure of the State Wizard.

§5. The Wizard’s Apprentice should be an active and studied practitioner of the Magical Arts, but every State Wizard is free to determine qualification criteria for Apprentices taken on.

Article 4: Council of Kadosh

§1. The Council of Kadosh is a 5 person Council comprised of:

§1.1. The State Wizard;
§1.2. The Wizard’s Apprentice; and
§1.3. 3 Members selected by the State Wizard.

§2. The Council shall serve at the pleasure of the State Wizard, who may at their own discretion, summarily dismiss and appoint members as needed.

§3. Counsellors should be active and studied practitioners of the Magical Arts.

§4. The Council shall serve as the primary advisory body of the State Wizard in matters relating to the ministry, or the duties of the Wizard.

Article 5: Acolytes of Magic

§1. Acolytes of Magic are recognized practitioners of Magic by the Ministry. They may practice any school or subset of the Magical/Mystic Arts, so long as the Ministry is satisfied of their legitimacy.

§2. Acolytes hold no advisory nor voting power within the Ministry.

Article 6: Magister, Grades

§1. The Ministry shall maintain 4 grades of Magister, which members of the Magical Community shall retain upon achieving such rank, even after leaving their position.

§2. Apprentice Magisters are introductory, prospective, or beginner practitioners of Magic, as recognized by the Ministry.

§3. Magisters are recognized users of Magical/Mystical Arts, and have shown some proficiency in at least one particular school of magic.

§4. Grand Magisters are Advanced users of magic, who have attained a spot on the Council of Kadosh, or served as the Wizard’s Apprentice.

§5. ArchMagisters are Master Magical users who have served as the State Wizard.
