Whereas our great SimDemocracy will only shine as bright as its people
Whereas the efforts of the departments of Growth and Expansion have failed to recruit new people to SimDemocracy
Whereas a unique, rewarding, and larpy solution may prove more fruitful
Therefore the Department of Expansion shall be merged into a permanent SimDemocracy Armed Forces
Article 1: Prerequisites
§1. The following shall be repealed:
- §1.1. Merging Expansion and Growth Act
- §1.2. Department of War Act 2025
- §1.3. War and Peace Act 2025
- §1.4. Executive Departments Act 2025 Article 5
§2. Executive Departments Act 2025 Article 4 shall be amended to read as:
Article 4: The SimDemocracy Armed Forces (SDAF) §1. The President shall be the head of the SDAF and appoint a Master Chief Petty Officer of the SDAF (MCPOS), who shall serve as their deputy and be delegated authority to oversee the SDAF. §1.1. The MCPOS shall not be an executive officer. §2. The SDAF shall aim to defend the welfare of SimDemocracy by recruiting individuals through multiple online platforms and by conducting server engagement and management operations. §3. The work of the SDAF shall be governed by the SDAF Act 2026
§3. The Sixth Discord Act Articles 3, 4, 6, 7, 8, and Part 1a shall be amended:
- §3.1. All references to the Department of Expansion (DoEx) shall be replaced with Server Command (SERCOM).
Article 2: Objectives
§1. The primary objectives of the SDAF shall be to defend the welfare of SimDemocracy by recruiting individuals through multiple online platforms and by conducting server engagement and management operations.
§2. The secondary objective of the SDAF shall be to maintain readiness as a virtual armed force, capable of conducting meme warfare and related operations at the direction of the President of SimDemocracy.
Article 3: Primary and Component Commands
§1. The SDAF shall establish and maintain operational commands to unify the direction of its objectives.
§2. The founding primary commands shall be:
- §2.1. Media Command (MEDCOM)
- §2.2. Server Command (SERCOM)
§3. MEDCOM shall unify the recruitment effort in part by maintaining a shared repository of publications and long or short-form videos, collectively referred to as media, for use across its component commands
§4. Component commands of MEDCOM shall be responsible for distributing media, recruiting individuals, and managing SimDemocracy’s official presence on their assigned platform.
§5. SERCOM shall oversee its component commands which shall fulfill the server engagement and management responsibilities previously carried out by the Department of Expansion.
§6. Each primary and component command shall be led by a service member referred to as a primary or component commander.
- §6.1. A primary commander may command no more than one primary command and one component command at a time.
- §6.2. A component commander may command no more than two component commands at a time.
§7. The MCPOS may create or delete component commands with the authority of the President.
§8. Service members may choose which command(s) they wish to be stationed at unless otherwise directed by the MCPOS.
Article 4: Rank and Pay Structure
§1. The SDAF shall adhere to a rank and pay structure that delineates a service member's position within the chain of command as well as their pay grade.
§2. The SDAF rank structure shall span ten ranks from Private Third Class (P3C) to Master Chief Petty Officer of the SDAF (MCPOS).
- §2.1. The MCPOS shall be appointed by the President to oversee the operations of the SDAF.
§3. Each SDAF rank shall be a role in the SimDemocracy discord server.
- §3.1. Each rank shall have the appropriate rank insignia included as a role icon whenever the feature is enabled.
§4. The SDAF paygrade scale shall span from Grade 5 (G-5) to Grade 2 (G-2).
- §4.1. The biweekly monetary compensation at each pay grade shall be set by the Senate and paid out by the Department of Treasury.
- §4.1.1. The MCPOS shall submit an up-to-date biweekly report to the Department of Treasury containing each service member’s Discord username and paygrade, so that they may be appropriately compensated.
§5 The pay grades, ranks, and insignias to be used by the SDAF are:

Article 5: Promotions, Demotions, and Awards
§1. The Service Member Review Board (SMRB) shall convene biweekly to determine if any service members shall be promoted, demoted, or recommended for an award.
- §1.1. The SMRB shall be a voting committee consisting of the MCPOS and the commander from each primary and component command.
- §1.2. SMRB results shall be posted biweekly by the MCPOS and shall be publicly available to all service members.
- §1.2.1. SMRB results shall be released at least two days prior to payday to ensure that the MCPOS may act in accordance with Article 4, §4.1.1.
- §1.3. Award recommendations shall be delivered to the President by the MCPOS on behalf of the SMRB.
- §1.3.1. The President may create and bestow awards to honor those who have provided exceptional service to the SDAF and may award them to any past or present service member.
§2. Service members shall not be promoted higher than one rank at any individual SMRB.
§3. The SMRB has the authority to suspend or discharge a service member from the SDAF.
Article 6: War and Peace
§1. The SDAF shall maintain its readiness to fight a meme war if called upon.
- §1.1. A meme war is a formal conflict in which memes are exchanged between SimDemocracy and a foreign entity which has been approved by the SimDemocracy senate.
- §1.1.1. A foreign entity is any online community which is not a part of SimDemocracy nor exists solely to conduct SimDemocracy-related business, and does not brigade or raid other servers or subreddits.
- §1.1.2. SDAF memes may not be posted in any areas outside SimDemocracy for the purpose of a meme war unless it is consented to by the foreign entity.
- §1.1.3. No use of spam, raiding, brigading, or violations of a platform’s terms of service shall be utilized by the SDAF for the purpose of a meme war.
§2. The President shall have the power to conduct a foreign action which must be ratified by a simple majority vote in the senate within twenty-four hours, or must end.
- §2.1. A foreign action is a conflict between SimDemocracy and a foreign entity before being confirmed by the senate.
- §2.2. The President may not conduct more than one foreign action in seven days.
- §2.3. A foreign action which has been ratified by the senate shall then be called a war.
§3. The President shall have the power to initiate wars, which must be ratified by a simple majority vote in the Senate before beginning.
§4. The President shall have the power to initiate peace treaties which must be ratified by a simple majority in the Senate to conclude a war
- §4.1. The President shall have the power to end a war or foreign action on their own if no conditions or agreement is set with it ending.
§5. The President shall not have the authority to have any formalized conflict with a foreign entity except as otherwise stated in legislation.
- §5.1. National security work, infiltration operations, investigating or subduing terrorist groups, and investigating criminal actions involving foreign entities shall not be considered conflicts for the sake of this act.
Article 7: Implementation
§1. Shining City Upon a Bill shall be renamed to the SDAF Act 2026 upon its enactment.
§2. The President may offer, or delegate the authority to offer, ranks and positions within the SDAF to employees of the Department of Expansion (DoEx), its subdepartments, or other citizens of SimDemocracy to staff the SDAF to an initial operating capability.
§3. The DoEx may remain in operation for up to ten days after the passage of this bill during the transition to the SDAF.
