Department of War Act 2025

Passed by the Senate and signed by the President on 8 October 2025.

Preamble

Whereas the SDAF isn't really needed during peacetime and the president should be able to dissolve it and bring it back as they choose;

Whereas for the president to be able to quickly and sufficiently bring back the SDAF when a war happens, making the department run by an employee of the president rather than an executive officer is beneficial;

Whereas the War Powers Act 2025 has the SDAF handling actual threats to SimDem, which they’re woefully underprepared to face;

Whereas the War and Peace Act 2025 can use a little rewrite;

Article 1: The Title of This Act Was Just to Get Your Attention

§1. Article 5 of the Executive Departments Act 2025 shall be stricken and replaced with:

Article 5: The SimDemocracy Armed Forces (SDAF)

§1. The President shall be the head of the SDAF, and have the authority to dissolve or reinstate it any time.

§1.1. The President may appoint a Chief of Armed Forces (CoAF), who shall serve as their deputy and be delegated authority to help run the SDAF. The Chief of Armed Forces shall not be an executive officer.

§2. Upon the President dissolving the SDAF, all employees of it shall have been considered to have been fairly and legally fired and may not seek remedy for losing employment from the SDAF.

§3. The SDAF shall be a virtual armed force for the conducting of meme wars and operations consisting of virtual military personnel, equipment, weapons, and tactics.

§4. The President shall have the authority to put any employee of the SDAF on reserve or active duty for any reason.

§5. The work of the SDAF shall be governed by the War and Peace Act 2025.

§2. The War Powers Act 2025 shall be repealed.

§3. The War and Peace Act 2025 shall be amended to:

Article 1: Definitions

§1. 'War' shall be defined as a formal meme conflict between the State of SimDemocracy and a foreign entity which has been approved by the SimDemocracy senate.

§2. 'Foreign Action' shall be defined as a meme conflict between SimDemocracy and a foreign entity before being confirmed by the senate.

§3. 'Foreign Entity' shall be defined as any online community which is not a part of SimDemocracy nor exists solely to conduct SimDemocracy-related business, and does not brigade or raid other servers or subreddits.

§4. 'Meme conflict' shall refer to a conflict largely for the purposes of roleplay which utilizes memes or other harmless internet methods as the method of warfare.

§5. 'Reserve' shall be an employment status in which someone shall not be paid and shall have no required duties of them.

§5. 'Active Duty' shall be an employment status which is not being on reserve.

Article 2: Declaring War or Peace

§1. The President shall have the power to conduct a foreign action which must be ratified by a simple majority vote in the senate within 24 hours, or must end.

§1.1. The President may not conduct more than one foreign action in one week (7 days).
§1.2. A foreign action which has been ratified by the senate shall then be called a war.

§2. The President shall have the power to initiate wars, which must be ratified by a simple majority vote in the Senate before beginning.

§3. The President shall also have the power to initiate peace treaties which must be ratified by a simple majority in the Senate to conclude a war.

§3.1. The President shall have the power to end a war or foreign action on their own if no conditions or agreement is set with it ending.

§4. The President shall not have the authority to have any formalized conflict with a foreign entity except as otherwise stated in legislation.

§4.1. National security work, infiltration operations, investigating or subduing terrorist groups, and investigating criminal actions involving foreign entities shall not be considered conflicts for the sake of this act.

Article 3: Conducting Meme Conflicts

§1. During wartime or foreign action, memes created by the SDAF may be posted in designated areas.

§1.1. SDAF memes may not be posted in any areas outside SimDemocracy unless it is consented to by the foreign entity.

§2. No use of spam, raiding, brigading, or violations of a platform’s terms of service shall be utilized by the SDAF for the purpose of meme conflicts.

Article 4: Miscellaneous

§1. The President may create and bestow medals to honor those who have provided exceptional service to the SDAF and may award them to any past or present service member with them.

§1.1. The President may additionally revoke SDAF-related medals for any reason.

§2. The CoAF or President may set a structure of ranks in the SDAF, and may promote members of the SDAF to various ranks.
