Article 1 - Definitions
§1. “War” shall be defined as “A formal conflict between the State of SimDemocracy and another sovereign internet mock government.”
§2. “Sovereign Internet Mock Government” shall be defined as, “A Discord server or other community which simulates politics, and does not brigade or raid other servers.”
§3. “Foreign Action” shall be defined as “A spontaneous intervention by the State of SimDemocracy against a threat to SimDemocracy.”

"Foreign Relations” shall be defined as, “This community and the State of SimDemocracy have ongoing international agreements, exchange diplomatic counterparts, hold open dialogue between each other, and/or currently cooperate on one or more international events or projects.”
Article 2 - Foreign Actions
§1. If a threat to the existence of SimDemocracy is perceived, the President may launch a foreign action.
- §1.1. A foreign action must be resolved quickly. If a foreign action lasts for longer than twenty-four (24) hours, the Senate must vote on whether it should be continued. A simple majority is required to override the Foreign Action.
- §1.1.1. If the Senate votes to continue the action, any Senator may make a privileged motion at any time to end the Foreign Action. This requires a simple majority vote to succeed.
§2. A Foreign Action may not be declared against any community with which the State of SimDemocracy has foreign relations, nor against any community which presides in any common organization with SimDemocracy.
§3. Despite not being wars, Foreign Actions must still follow the conduct of wars.
- §3.1. If the President believes it to be absolutely necessary, they may request that the Senate enable the military to act beyond its usual conduct. If this happens, a Senate vote shall be held immediately. A 2/3rds majority vote is required to enable expanded powers for the Military.
- §3.1.1. Expanded Powers means that the SDAF may order actions be taken by its Soldiers which would not be permitted in normal wars. These actions may be specified by the Senate. Expanded powers may never permit the SDAF to violate Discord ToS, nor permit them to dox, threaten, or commit hate speech.
- §3.1.2. Expanded powers only apply to the server or community against which the Foreign Action was declared.
