The Voter Registration Act 2024

Article 1 - Amendment to the Executive Act 2023

§1. Article 7a shall be created; titled: The Department of Voter Registration

§2. The Department of Voter Registration (DVR) shall be created and maintained by the President.

§3. The DVR shall be led by the Secretary of Voter Registration (SVR).

§4. The SVR shall have the authority to appoint officers to handle the business of the DVR.

§5. The President shall act in the authority of the SVR if the office of the SVR is empty.

§6. The work of the DVR shall be governed by the Immigration and Citizenship Act 2024.

Article 2 - Voter ID

§1. No person shall be denied a Voter ID without proper cause.

§1.1. Proper cause includes and is limited to:

§1.1a. Failure to meet the standards of Article 2, 2.

§1.1b. A standing and legal ban from r/SimDemocracy.

§1.1b.1 This shall not include bans which have expired or been revoked.

§1.1c. Use of a Discord account to apply while not being present in the SimDemocracy Discord.

§1.1c. The DVR choosing to contact the Reddit or Discord account on the Voter Registration Application and the account not being able to confirm they tried to register to vote.

§1.1d. A court decision within the jurisdiction of SimDemocracy.

§1.1e. Intentionally withholding or misrepresenting information on the application.

<ref name="2025v2" />§1.1f. The DVR choosing to contact the Reddit or Discord account on the Voter Registration Application (despite the account satisfying the requirements in Article 2, §2) and the account not being able to confirm with reasonable and clear clear and convincing<ref name="clear">Motion to amend the Voter Rights (sic) Act passed by the Senate and signed by the President on 23 July 2025</ref>, and signed by evidence that it is not an alternate account through activity in other locations or through other methods designated by the DVR.

<ref name="2025v2" />§1.1g. The DVR having reasonable and clear clear and convincing<ref name="clear" />evidence that an account is an alternate account.

<ref name="2025v2" />§1.2. An account which does not respond to a query by the DVR within five (5) days of the direct message or message in a public channel designated for the DVR is said to “not be able to confirm” the query.

§2. To become a registered voter of r/SimDemocracy, a person must submit a voter ID application to the DVR and be in possession of one of the following items:

§2.1. A Discord Account older than three (3) months that is on the SimDemocracy Discord Server at the time of the application being checked.

§2.2. A Reddit Account older than three (3) months that is on the SimDemocracy subreddit and has commented on the SimDemocracy subreddit within a specific thread designated by the DVR by the time of the application being checked.

§2.1. A Discord Account older than three (3) months.

§2.2. A Reddit Account older than three (3) months.

§2.3. A voter ID waiver from the DVR.

§2.3a. A waiver request form shall be made publicly available.

§2.3b. The SVR shall have authority over all waiver requests.

§2.3b.1 A waiver applicant must present reasonable and convincing evidence that their account is not an alternate account.

§2.3b.1a. This includes, but is not limited to, a list of all former and current accounts associated with r/SimDemocracy and its territories.

§2.3c. Waiver appeals may be heard by the appropriate court of jurisdiction within SimDemocracy.

§3. A voter ID application shall be maintained by the DVR.

§3.1. The application shall be posted to the welcome channel of the Discord.

§3.2. The application shall be posted and stickied on the r/SimDemocracy subreddit.

§3.3. Application responses must be regularly attended to by the DVR in a timely fashion.

§3.4. Responses to this application must be maintained in accordance to the procedures prescribed in Article 3, §2. of this document.

§4. A registered voter shall be known by their SimDem Unique Identification Token (SUIT).

§4.1. A person shall create their SUIT when completing their voter ID application.

Article 3 - The Voter ID Registry

§1. The DVR shall maintain a registry (The Registered Voter Registry) of all registered voters of SimDemocracy and their SUITs.

§1.1 Successful voter ID Applications shall be placed on The Registered Voter Registry.

§1.1a. The Registered Voter Registry shall be Classified and shall not be subject to Article 5 of the Executive Documents Act 2023.

§1.1b. Only the SVR shall have the power to grant access to The Registered Voter Registry.

§1.1c. The Registered Voter Registry shall not be declassified.

§1.2. No standing member of the Electoral Commission may be granted clearance to access The Registered Voter Registry.

§1.2a. No person who has been a member of the Electoral Commission in the previous six (6) months may be granted access to the Registered Voter Registry.

Repealed<ref name = "vraa2025">Voter Registration Amendment Act</ref> §2. The Discord Supervisor shall maintain The Registered Voter Registry document.

§2.1. The Discord Supervisor shall own a Google Group with which The Registered Voter Registry shall be shared.

§2.2. The Discord Supervisor shall ensure that the SVR and members of the DVR are added to the Google Group as the SVR sees fit.

§2.2a. No person not mentioned above shall have access to the Google Group.

<ref name = "vraa2025" />§2. The Discord Supervisor, or a person appointed by the Discord Supervisor, shall maintain The Registered Voter Registry document, and shall ensure that the SVR and members of the DVR are able to access the document, as the SVR sees fit.

§3. The Registered Voter Registry is, to avoid doubt, not an executive document within the meaning of the Securing Expanded Confidentiality in Reports Evidence and Transmissions Act<ref name="secret">SECRET supplanted and abrogated the Executive Documents Act 2023</ref>, but may still be subpoenaed from.<ref name = "VRPSA">Amended by the Voter Registration Protection of SUITs Act</ref>

<ref name = "vraa2025" />§4. After every election, the Electoral Commission shall provide a list of SUITs which voted in an election to the DVR, and the DVR shall verify and return to the Electoral Commission, a list of the SUITs which are valid.

Article 4 - Voter ID Revocation

§1. No person shall have their voter ID revoked without due process.

§2. The SVR must file with the appropriate court of jurisdiction within SimDem to revoke a person’s voter ID.

§3. This document shall not permit any reasons for the revocation of voter ID beyond the discovery of false and intentionally misleading information, or an intentionally misleading lack of information, in a voter ID Application or voter ID Waiver form.

Repealed<ref name = "vraa2025" /> §3. This document shall not permit any reasons for the revocation of a Voter ID beyond the following:

<ref name = "vraa2025" /> §3. No person shall have their voter ID revoked, but for the following reasons:

<ref name="iedvr" />§3.1. The discovery of false information being used in their application to the Department of Voter Registration.

§3.1.1. This includes, but is not limited to, providing the Department of Voter Registration with falsified information upon the department’s further inspection into the applicant.

§3.1. The discovery of false and intentionally misleading information, or an intentionally misleading lack of information, in a Voter ID Application or Voter ID Waiver form.

Repealed<ref name = "vraa2025" />

§3.2. An account found to be connected to the Voter ID was charged with Fraudulent Voter Registration by a competent court in SimDemocracy.

§3.2. An account found to be connected to the Voter ID (including alternate accounts) was sentenced to a ban of a duration longer than 90 days.

§3.3. The DVR contacting the Reddit or Discord account on the Voter Registration Application and the account not being able to confirm they registered to vote.

§3.4. The account is found to be an alternate account.

<ref name="2025v2">Amended by the Voter Registration (Amendment no. 2 of 2025) Act passed on 17 June 2025 and signed on 18 June 2025.</ref>§3.5. The account has –

(a) Registered a Discord account and no reddit account on the Application without including a discord user ID; or,

(b) Registered a Discord account (with reddit account) on the Application without including a discord user ID, and the reddit account has not made any posts or comments on r/SimDemocracy for more than 90 days; and the SUIT has not voted in the most recent 5 elections or referendums.

Article 5 - People without Voter ID's

§1. People without Voter ID's shall be allowed to post to the subreddit.

§2. People without Voter ID's shall be granted limited access to the Discord.

§3. Registered voters and People without Voter ID's shall hold different Discord roles to indicate their status.

Article 6 - Amendments to the Voter Rights Act Bill 2023

§1. Article 1, §1.1. shall be repealed.

§2. Article 2, §2. In order to use automatic voter registration, a person must register with a Reddit account that is at least one (1) month old and has at least five hundred (500) karma.

shall be replaced with the following:

A voter must be in possession of a SimDem Unique Identification Token.

§3. Article 2, §3. shall be repealed.

§4. Article 3 shall be repealed.

§5. Article 5, §1 and §2 shall be repealed.

§6. Article 5, §4.2. and §4.3. shall be repealed.

§7. Article 5, §7.1. shall be repealed.

Article 7: Appendix

<ref name = "VRAA"/> §1. DVR shall be authorized to conduct a one-time Voter ID purge before or during May 2025 to remove Voter IDs from the Voter ID registry which are connected to accounts that are no longer associated with SimDemocracy such that all of the accounts connected to the Voter ID have not been in the Discord Server for the last 90 days and are not in the Subreddit.

§1.1. Article 7 shall be excluded from any provisions and restrictions put in place in Article 4 of this act.

§2. By request to the archives commission, this Article shall be removed from The Voter Registration Act 2024 once the one-time Voter ID purge is complete.
