Voter Registration (Amendment) Act

An Act to amend the Voter Registration Act 2024.

Passed by the Senate and signed by the President on 25 May 2025.

Article 1: Amendment

§1. The Voter Registration Act 2024 is amended by –

§1.1. Amending Article 3, §2. to read:
    “§2. The Discord Supervisor, or a person appointed by the Discord Supervisor, shall maintain The Registered Voter Registry document, and shall ensure that the SVR and members of the DVR are able to access the document, as the SVR sees fit.”
and deleting associated subsections.
§1.2. Deleting the subsections in Article 3, §1.1.
§1.3. Amending Article 4, §3. to read:
    “§3. No person shall have their voter ID revoked, but for the following reasons:”
§1.4. Replacing Article 4, §3.2, with the following:
    “§3.2. An account found to be connected to the Voter ID (including alternate accounts) was sentenced to a ban of a duration longer than 90 days.”
§1.5. Creating a new Article 4, §3.3, which shall read:
    “§3.3. The DVR contacting the Reddit or Discord account on the Voter Registration Application and the account not being able to confirm they registered to vote.”
§1.6. Creating a new Article 4, §3.4, which shall read:
    “§3.5. The account is found to be an alternate account.”
§1.7. Creating a new Article 3, §4, which shall read:
    “§4. After every election, the Electoral Commission shall provide a list of SUITs which voted in an election to the DVR, and the DVR shall verify and return to the Electoral Commission, a list of the SUITs which are valid.”

Explanatory Notes

Section 1.1 updates the language of the act to current practice, as the list of SUITs is not owned by the Discord Supervisor, and no one uses google groups anymore.

Section 1.2 combines §2.2. of Article 3 into the main section 2.

Section 1.3 changes the language of that clause to the same effect, to avoid the use of the phrase “This document”.

Section 1.4. allows the DVR to strike SUITs which have been banned for more than 90 days. This is related to Article 2 section 1.1b, which allows applications to be denied if there is“A standing and legal ban from r/SimDemocracy.”

This does not make sense without a corresponding provision for revoking SUITs, as most people do not get banned before the DVR approves their application. The DVR also does not retroactively strike SUITs under this section, see 138th Senate-Hearing into election security.

Section 1.5 allows the DVR to strike SUITs, if it later discovers that the account did not actually register their SUIT.

Section 1.6 allows the DVR to strike SUITs linked to alternate accounts.

Section 1.7 requires the EC to send SUITs to the DVR for checking, to ensure consistency when SUITs are struck, as the DVR does not generally send a list of struck SUITs to the EC. See 138th Senate-Hearing into election security.
